The boulevard system technically ends at Logan Boulevard. However, the initial plan was to create a boulevard at Diversey Parkway, which would have created a semicircle of boulevards ringing the city. While the wealthier South and West siders were coughing up the tax dollars to complete their boulevards, the working-class residents of the North Side were busy fighting these taxes in court. By the time the legal battles were resolved, Diversey was too built up to consider widening the street.
